Al menos tres miembros de la firma Prime Policy Group –contratada para cabildear en Washington por la Administración de Asuntos Federales de Puerto Rico (PRFAA, por sus siglas en inglés)– donaron dinero a la campaña del excandidato a comisionado residente por el Partido Popular Democrático (PPD), Rafael Cox Alomar.

Prime Policy Group está en la mirilla pública luego que trascendiera esta semana que PRFAA otorgó un contrato por $50 mil mensuales y en el que el presidente de la firma, Charlie Black, puede facturar a $525 la hora.

El portal cibernético de la Comisión Federal de Elecciones (FEC, por sus siglas en inglés) revela que Cox Alomar recibió donativos del director de la firma, Paul Weiss, y del vicepresidente ejecutivo, Martin P. Paony. También un asociado de Prime Policy Group identificado como Erin Graefe Dorton, hizo donativos políticos al ahora excandidato de la Pava.

Según la información obtenida de los informes de contribuciones de individuos, el total de los donativos ascendió a $2,100. Estas mismas personas donaron además al congresista Bob Menéndez.

Aunque el gobernador Alejandro García Padilla aseguró que Black no fue contratado para cabildear en contra de los resultados del plebiscito de estatus, EL VOCERO obtuvo copia de una comunicación electrónica suscrita por el mismo cabildero en la que expresa las razones por las que el Partido Republicano no debe apoyar la estadidad para Isla.

A pesar de que en el mismo correo electrónico Black asegura que en la actualidad no representa ningún cliente para cabildear sobre el asunto del estatus político de Puerto Rico, el republicano reconoce que desde hace casi 30 años ha trabajado como cabildero en respaldo al Estado Libre Asociado (ELA).

EL VOCERO obtuvo el memo con fecha –aparentemente por error– del 16 de enero de 2012, pero el lunes, el mismo Black confirmó mediante correo electrónico a este rotativo que suscribió el correo circulado a los miembros del Partido Republicano, colectividad a la que pertenece.

En el memo, dirigido a “los amigos republicanos”, Black advierte a los miembros de su partido a que rechacen la estadidad para la Isla porque Puerto Rico es una jurisdicción pobre y, además, la mayoría del liderato político de la Isla pertenece al Partido Demócrata.

Por su parte, el comisionado residente Pedro Pierluisi catalogó la comunicación de Black como “una que hace representaciones falsas en contra de la estadidad para Puerto Rico”.

Pierluisi alegó que en la Isla solo 45 y no 60 por ciento de la población vive bajo niveles de pobreza. Además, aseguró que si Puerto Rico se convierte en estado de Estados Unidos tendría cinco representantes y dos senadores en el Congreso, que pudieran ser tanto demócratas como republicanos.

Aunque está afiliado al Partido Demócrata, Pierluisi señaló que la mayoría del liderato del Partido Nuevo Progresista (PNP) simpatiza con el Partido Republicano, por lo que es falso –a su juicio– que la colectividad pierda terreno en el caso de que la Isla logre la anexión.

“Puerto Rico siempre ha tenido cabilderos, pero los tiene para apoyar buenas causas y no para hablar mal de los puertorriqueños y atacar una aspiración que tiene gran parte de nuestro Pueblo. Black debe estar sobre aviso que cualquier gestión de su parte utilizando fondos públicos para obstaculizar que el Congreso responda al reclamo del Pueblo en el plebiscito es ilegal y sujeto a una acción judicial porque el mismo electorado que eligió a García Padilla fue el que rechazó el estatus actual”, sentenció en entrevista con este rotativo.

Por su parte, el senador Thomas Rivera Schatz cuestionó el contrato de Black. “El que valide o tolere el contrato de (el cabildero) Charlie Black, particularmente en el Partido Popular o en el Partido Nuevo Progresista, carece de autoridad moral para denunciar lo que sin lugar a dudas es un acto de hipocresía del gobierno de turno”, sostuvo.

Rivera Schatz dijo que “nadie puede ver con buenos ojos ese contrato de Charlie Black cuando el Gobierno popular lo que hacía era criticar eso (contratación de cabilderos). Si queremos tener acceso al Gobierno federal, ya Puerto Rico pidió la estadidad. Si queremos tener participación en la asignación de fondos federales, que nos dejen elegir representantes y senadores en el Congreso de Estados Unidos y votar por el Presidente de los Estados Unidos, que ya lo pedimos”.Foto: ALIANZA DE MOVIMIENTOS ESTADISTAS ESTARA ALLI !!! Esto es un gran issue si sabe explotar. Aqui tienen el arsenal! Es evidente que Charlie Black le hace honor a su apellido por los oscuros dictadores, militares y gobernantes corruptos que ha representado. Este cabildero amoral ha representado a dictadores que han violentado derechos humanos y han asesinado a miles de sus oponentes políticos. Four years ago at this time, Mitt Romney was condemning John McCain for inviting corporate lobbyists to help run the senator’s presidential campaign. Now, Romney has begun taking strategic advice from one of those very same corporate lobbyists.
Mitt Romney has added a veteran Washington lobbyist — Charlie Black, a top political aide to Senator John McCain’s 2008 presidential campaign — to the circle of informal advisers who are trying to help to guide him to the White House. […]
Mr. Romney’s current presidential campaign is … wary of being linked to the culture of Washington, casting Mr. Romney as an “outsider” and a “businessman” who will clean up the way politics is done in Washington.
But on Monday, aides to Mr. Romney confirmed that Mr. Black, a veteran Washington power broker, is supporting Mr. Romney’s 2012 effort.
It’s not altogether clear how significant a role Black is playing, though the powerful D.C. lobbyist conceded yesterday he offers Romney “occasional” advice.
(Black appears to have settled on Romney, after having encouraged Mitch Daniels to run, not because he thinks the former Massachusetts governor is great, but because Black thinks Romney is better than his rivals. I imagine Romney gets that a lot.)
But for those who’ve forgotten, it’s worth revisiting Black’s interesting lobbying background. The lobbyist served four years ago as McCain’s senior campaign strategist and chief political advisor, but before that, Black put together quite a client list, featuring a motley international crew of thugs and authoritarian tyrants.
In addition to his extensive corporate work, Black’s client list included (but is by no means limited to) Iraq/Iran’s Ahmad Chalabi, Mobutu Sese Seko, Ferdinand Marcos, Somalia’s Mohamed Siad Barre, Nigeria’s Ibrahim Babangida, and Angola’s would-be dictator Jonas Savimbi. In each instance, Black was paid (handsomely) to boost their access, influence, and stature among U.S. policy makers.
MoveOn.org put together this rather brutal video four years ago, when Black was helping run McCain’s campaign.
And now this same Charles Black is offering advice to Mitt Romney. Maybe some enterprising campaign reporter should ask Romney about this.

Ahmed Abdel Hadi Chalabi[1] (Arabic: أحمد الجلبي‎) (born 30 October 1944) is anIraqi politician. He was interim oil minister in Iraq[2] in April-May 2005 and December-January 2006 and deputy prime minister from May 2005 until May 2006. Chalabi failed to win a seat in parliament in the December 2005 elections, and when the new Iraqi cabinet was announced in May 2006, he was not given a post. Once dubbed the «George Washington of Iraq»[3] by American supporters, he has fallen out of favor and is currently under investigation by several U.S. government sources. He was also the subject of a 2008 biography by investigative journalist Aram RostonThe Man Who Pushed America to War; The Extraordinary Life, Adventures, And Obsessions of Ahmad Chalabi [4] and a 2011 biography by 60 Minutes producer Richard Bonin, «Arrows of the Night: Ahmad Chalabi’s Long Journey to Triumph in Iraq«.[5]

Chalabi is a controversial figure, especially in the United States, for many reasons. In the lead-up to the 2003 invasion of Iraq, the INC, with the assistance of lobbying powerhouse BKSH & Associates,[6] provided a major portion of the information on which U.S. Intelligence based its condemnation of the Iraqi president Saddam Hussein, including reports of weapons of mass destruction and alleged ties to al-Qaeda. Most, if not all, of this information has turned out to be false and Chalabi afabricator.[7] That, combined with the fact that Chalabi subsequently boasted, in an interview with the British Sunday Telegraph, about the impact that their alleged falsifications had on American policy, led to a falling out between him and the U.S. government. Furthermore, Chalabi has been found guilty of the Petra banking scandal in Jordan (see below). In January 2012, a French intelligence official stated that they believe Chalabi is an Iranian agent.

Mobutu Sese Seko Kuku Ngbendu wa Za Banga (born Joseph-Desiré Mobutu; 14 October 1930 – 7 September 1997), commonly known as Mobutuor Mobutu Sese Seko (pron.: /məˈbt ˈsɛs ˈsɛk/), was the President of theDemocratic Republic of the Congo (also known as Zaire for much of his rule) from 1965 to 1997. While in office, he formed an authoritarian regime, amassed vast personal wealth, and attempted to purge the country of all colonial cultural influence, while also maintaining an anti-communist stance.
During the Congo Crisis, Joseph-Désiré Mobutu led a coup against the nationalist government of Patrice Lumumba in 1960 to take control of the government ofCongo-Léopoldville; he soon became the army chief of staff.[1] In a second coup (1965), he assumed the office of Prime Minister in 1966 and then established a presidential form of government headed by himself in 1967. As part of his program of “national authenticity,” Mobutu changed the Congo’s name to Zaïre in 1971 and his own name to Mobutu Sese Seko in 1972. Power was concentrated in Mobutu, who established a one-party state and a cult of personality.[1] During his reign, Mobutu built a highly centralized state and amassed a large personal fortune through economic exploitation and corruption, leading some to call his rule “kleptocracy.” The nation suffered from uncontrolled inflation, a large debt, and massive currency devaluations. By 1991 economic deterioration and unrest led him to agree to share power with opposition leaders, but he used the army to thwart change until May, 1997, when rebel forces led by Laurent Kabila expelled him from the country. Mobutu died in 1997 of prostate cancer in Morocco.

Mobutu Sese Seko is notorious for corruption, nepotism, and the embezzlement of billions of dollars that took place during his reign, as well as extravagances such as Concorde-flown shopping trips to Paris.[2] Mobutu presided over the country for some four decades, despite many reports of abuses and human-rights violations. As such, many have described him as the «archetypal African dictator«.[2

Ferdinand Emmanuel Edralin Marcos (September 11, 1917 – September 28, 1989) was President of the Philippines from 1965 to 1986. He was a lawyer, member of the Philippine House of Representatives (1949–1959) and a member of the Philippine Senate (1959–1965). He was Senate President from 1963–1965.
While in power he implemented wide-ranging programs of infrastructure development and economic reform. However, his administration was marred by massive corruption, political repression, and human rights violations.
In 1983, his government was accused of being involved in the assassination of his primary political opponent, Benigno Aquino, Jr. Public outrage over the assassination served as the catalyst for the People Power Revolution in February 1986 that led to his removal from power and eventual exile in Hawaii. It was later discovered that, during his 20 years in power, he and his wife Imelda Marcos had moved billions of dollars of embezzled public funds to accounts and investments in the United States, Switzerland, and other countries.

Mohamed Siad Barre (SomaliMaxamed Siyaad BarreArabic: محمد سياد بري‎; October 6, 1919 – January 2, 1995) was the military dictator[2][3]and President of the Somali Democratic Republic from 1969 to 1991. During his rule, he styled himself as Jaalle Siyaad («Comrade Siad»).[4]
At the time of independence in 1960, Somalia was touted in the West as the model of a democracy in Africa. However, clanism and extended family loyalties and conflicts were social problems the civilian government failed to eradicate and eventually succumbed to itself.
The Barre-led military junta that came to power after a coup d’état in 1969 said it would adapt scientific socialism to the needs of Somalia. It drew heavily from the traditions of China. Volunteer labour harvested and planted crops, and built roads and hospitals. Almost all industry, banks and businesses were nationalised, andcooperative farms were promoted. The government forbade clanism and stressed loyalty to the central authorities. A new writing script for the Somali language was also adopted. To spread the new language and the methods and message of the revolution, secondary schools were closed in 1974 and 25,000 students from fourteen to sixteen years of age and an additional 3,000 military and civil service employees were sent to rural areas to educate their nomadic relatives.[5]
After 20 years of military rule, Barre’s Supreme Revolutionary Council was eventually forced from power in the early 1990s by a coalition of armed opposition groups. He died in political exile in 1995, but was returned to Somalia for burial in his home region.

Jonas Malheiro Savimbi (August 3, 1934 – February 22, 2002) was an Angolanpolitical and military leader. He founded and led UNITA, a movement that first waged a guerrilla war against Portuguese colonial rule, 1966–1974, then confronted the rival MPLA during the decolonization conflict, 1974–75, and after independence in 1975 fought the ruling MPLA in the Angolan Civil War until his death in a clash with government troops in 2002.[1]

Pierluisi dice García Padilla no puede cabildear en el tema del status

El comisionado residente en Washington, Pedro Pierluisi, prometió hoy acudir a los tribunales a impugnar cualquier esfuerzo de cabildeo del Ejecutivo de Puerto Rico en contra de los resultados del plebiscito.

“Sería inconstitucional que se utilicen fondos del pueblo para cabildear en contra de lo que el pueblo ya decidió”, indicó el comisionado Pierluisi en un evento en el municipio de San Sebastián.

Pierluisi ha señalado que la empresa de cabildeo del gobierno de Alejandro García Padilla, Prime Policy Group, no puede hacer gestiones en Washington que contradigan los resultados de la consulta del 6 de noviembre.

En el plebiscito, el 54 % de los electores rechazó el actual status territorial, mientras un 61 % apoyó la estadidad frente a la independencia y el Estado Libre Asociado (ELA) soberano. El porcentaje a favor de la estadidad, sin embargo, se queda en cerca de 45 % cuando se suman los votos en blanco solicitados por el ahora gobernador García Padilla.
