Dear Senator (llene el Nombre del legislador),

Thank you and your staff for honorably serving the nation. This letter is regarding the Status Plebiscite that took place in the Territory of Puerto Rico last November and to ask for your support of the Puerto Rico Status Resolution – Act HR2000,  presented on May 15^th, 2013 by Rep. Pedro Pierluisi D-PR.  Last November 6^th of 2012, the U.S. Citizens of Puerto Rico where asked to decide in a two step plebiscite the future of their Commonwealth’s relationship with the U.S. This plebiscite enjoyed local bipartisan support, especially from the Governor, Hon. Luis Fortuno Burset (R), Senate President, Hon. Thomas Rivera Schatz (R) and House Speaker, Hon. Jenifer Gonzalez (R). It also enjoyed a high voter’s turnout of around 80%.  The first question asked the Voter, “Do you agree that Puerto Rico should continue to have its present form of territorial status, Yes or No”. By 54% the voters choose NOT to continue its present form of Territorial status.

The Commonwealth had lost the Consent of its Citizens.  The Commonwealth option cannot be a future option due to its colonial and territorial nature.  The ballot when on to specified.  “Regardless of your selection in the first question, please mark a preference among the three non-territorial alternatives: Statehood, Independence or Free Association”.  By a margin of 61% the U.S. Citizens of Puerto Rico choose Statehood.  It showed that the U.S Citizens of the Territory of Puerto Rico recognize that a change is needed and requested a permanent relationship with the United State of America as the 51^st State.

It is our duty to uphold our American democratic ideals. The case of Puerto Rico limited federal representation is a civil rights issue. The U.S. Citizens of Puerto Rico have earned their right for federal representation and presidential vote with their service and sacrifice in every U.S. war since 1917. They have fought bravely by volunteering or being drafted in Active duty, Reserves and Puerto Rico National Guard units. They have served honorably for a Federal Government in which they cannot elect their own representatives in Congress or their own Commander in Chief. To add insult to injury, the residents of the Territory are continuously affected by federal laws for which they have no influence or input during their approval in Congress. Could you imagine if this was the day to day reality in our local District?  I am against the unjust political treatment of my fellow citizens residing in Puerto Rico. I demand that the Congress approves legislation in order to grant the voting Equality that the U.S. Citizens of Puerto Rico have already earned.

It is absurd that the United States is willing to send our servicemen to foreign wars in the name of freedom or to spread democracy, while at the same time denying full federal representation and voting rights to 3.5 million U.S. Citizens in the Territory of Puerto Rico.

Therefore I demand:

(1) Congress approves without delay, the Adoption of H.R. 2000: Puerto Rico Status Resolution Act.

(2) That Congress take immediate action to address this issue, and 

(3) That members of Congress vote in favor of the proposed Act, thus supporting the will of the people of Puerto Rico, as freely and democratically expressed in the plebiscite held on November 6^th, 2012.

Many conservatives groups have pointed the adoption of English as a requirement to admit the Territory as a State.  English has been a great point of discussion when debating the admittance of the U.S. Territory of Puerto Rico as a new State, yet this need not be so. What some members of Congress might not yet know is that English is already by Law an official language in the Commonwealth of Puerto Rico since February 23^rd, 1902.  The status of English as an official language was re-confirmed by the State Legislature, when it passed Law 1-1993 that declares English along with Spanish as the official languages to be used by the Government of the Commonwealth of Puerto Rico.  It is a fact that English is taught in every level of public, private and graduate educational systems in the Territory.

I hope that you, as a member of Congress will join the effort to support the referendum’s clear results, and let freedom ring for the close four million U.S. citizens living in the Territory. I am thankful for your time and hope you will respond to my letter.
